18, Rue Auguste Lumière L-1950 Luxembourg, Luxembourg
An essential structure for defending the interests of employees and pensioners
It represents the interests of more than 600,000 people, particularly in the legislative process, in socio-economic debates, in social security institutions and in the organisation of initial and continuing vocational training.
As with the Chamber of Deputies, every five years you can elect your representatives to the Chamber of Employees in social elections. Voting is not compulsory and is done by post.
In these elections your 60 representatives are elected; you will participate in the elections of the representatives of your socio-professional group. The Chamber of Employees has nine such groups representing the various sectors of our economy.
The CSL secretariat is spread over three sites:
Luxembourg-City: 18, rue Auguste Lumière: CSL headquarters: management, "Opinions and studies" department
Luxembourg City: 2-4, rue Pierre Hentges: training departments: "Luxembourg Lifelong Learning Centre" (LLLC)
Remich: Training and Seminar Centre (CEFOS)
The main activities of the Chamber of Employees are as follows
the CSL is involved in the national legislative procedure and must be asked for its opinion on any draft law that concerns its members (particularly in the areas of labour law, social security, vocational training and taxation). For example, the CSL issued a highly critical opinion on the new financial aid scheme for university students linked to the abolition of family allowances from the age of 18 for these students;
The CSL appoints representatives to the various steering committees of social security institutions, e.g. the National Health Fund and the National Pension Insurance Fund. It then supports them in the discussions in these institutions by developing well-founded analyses and arguments to better defend the cause of employees and pensioners;
The CSL is involved in the European legislative procedure and can, via the Chamber of Deputies, give its opinion on any draft regulation at European level;
at the request of the trade unions, the CSL carries out analytical work in the economic, social and legal fields in order to help the trade unions defend the interests of employees during bi- and tripartite negotiations
in the field of initial vocational training, the CSL participates in the development of programmes, the supervision of the organisation of training courses and the conduct of examinations;
the CSL informs its members about their rights and economic developments via detailed publications and electronic newsletters. Both types of publications can be downloaded free of charge from www.csl.lu;
the CSL raises awareness among employees and employers of the importance of well-being at work, carries out studies on the subject and organises conferences and training courses on the subject;
the CSL's Luxembourg Lifelong Learning Centre (LLLC) offers a wide range of continuing education courses in the form of evening classes or seminars (see www.lllc.lu);
CSL organises training for staff representatives and offers a multifunctional infrastructure for the organisation of colloquia, seminars, etc. via its Training and Seminar Centre (CEFOS)
The CSL has a counselling service for its members suffering from work-related stress.
